Power BI and Microsoft Fabric are not competing products. As of 2026 Power BI is formally a workload inside Fabric, but you can still run Power BI on its own with no Fabric capacity. What Power BI does on its own

  • Lakehouse and Warehouse: managed storage and compute for transforming and querying large datasets with Spark or T-SQL.
  • Data Factory: cloud data pipelines for ingestion and orchestration, replacing scattered ETL scripts.
  • Real-Time Intelligence: streaming ingestion and event analysis for operational data.
  • Direct Lake: a storage mode that lets Power BI query Lakehouse data directly, combining import-level speed with live data.
  • Copilot: Copilot in Power BI requires paid Fabric F2 or higher, or Power BI Premium P1 or higher capacity. Pro or Premium Per User alone is insufficient. Check administrator settings, supported region and access for the experience you plan to use.

The value is consolidation. Instead of stitching together a separate warehouse, an ETL tool and a reporting tool, Fabric offers them under one governance and billing model.

A useful nuance: smaller Fabric capacities can be paused outside working hours, which softens the cost for organisations that only run reports during the day. When an SME genuinely needs Fabric

Reach for Fabric when one or more of these is true:

  • You are juggling several data sources and your ETL has become fragile or manual.
  • Your datasets are outgrowing Power BI import limits, or refreshes are running too long.
  • You want a single governed data store rather than copies spread across files and apps.
  • You need Copilot or other capacity-gated AI features for analytics.
  • You are planning real-time or streaming analytics.

If none of these apply, staying on Power BI keeps your stack simpler and your costs lower. Many of the problems people hope Fabric will solve are actually modelling or data-quality issues that a focused review fixes faster and more cheaply.
