Power BI Licensing Explained for UK SMEs

Choose licences around who creates reports, who reads them and where the content lives. That gives you a running-cost estimate you can compare with the value of the reporting project. The distinctions below cover normal sharing in the Power BI service; customer-facing embedded applications have separate licensing arrangements.

Compare the workspace and viewer requirements

A user's licence and a workspace's type work together. PPU is a per-person entitlement; Fabric capacity is compute purchased separately. Microsoft explains these licence types and their sharing rules.

Capacity does not replace author licences: publishing and sharing Power BI content still requires Pro or PPU. Existing Power BI Premium P capacities also support Free viewers with appropriate access. Check workspace permissions and the capacity hosting the report and its underlying model. Microsoft's Fabric licensing guide covers these requirements.

Budget for everyone who uses PPU content

PPU includes Pro capabilities and adds features such as larger models and more frequent scheduled refresh. The key budget detail is the audience: every person accessing content in a PPU workspace or app needs PPU. Giving PPU to the author alone does not cover Pro viewers. A PPU user can still work with Pro users in a Pro workspace. Microsoft documents the PPU access requirement.

For example, if two authors and eight viewers all access a PPU workspace, budget for ten PPU users. This is an illustrative licence count, not a price quote. Check existing entitlements before adding licences.

Size capacity for the reporting you will run

Compare per-user costs with capacity, author licences and operational ownership. Include model size, refresh demand, concurrent readers and any other Fabric workloads. F64 is a Free-viewer eligibility threshold; workload assessment determines the capacity your deployment needs. Our Premium versus Fabric capacity guide covers the cost comparison.

For Copilot in Power BI, the capacity minimum is paid Fabric F2 or higher, or Power BI Premium P1 or higher. Pro or PPU alone is insufficient. Administrator settings, supported region and access also apply; trial and free capacities are unsupported. That minimum is separate from the F64 Free-viewer threshold. Turn the licence decision into a reporting plan

Before commissioning the work, list:

• The decisions and reports your team needs, with their owners.
• Existing systems, models, workspaces and licence entitlements.
• Author and viewer counts, including external users.
• Refresh frequency, history, access and data-location requirements.
• Delivery budget and currency, target date, country and timezone.
